The reform of public hospitals is important and difficult in health system reform and high-profile. Through case analysis of the public hospital of S city, find out the influence factors of hindering the public welfare of public hospitals. For example, External factors:the change of social system, the lack of government investment, the laggard of compensation mechanism, the ineffective supervision of government and situation of our country. Internal factors: public hospital management to move toward the market, the incorrect operating mechanism, the values of medical personnel, the economic point of Performance appraisal and so on. Finally, proposed the realization paths which conform to China national conditions to return to public welfare in public hospitals. to find out the boundary of public hospital, to reform the management institutional of public hospitals, to reform the compensation mechanism of public hospitals, to reform the operating mechanism of public hospitals and so on.
