Since 2009 a new round of reform of the medical and health system, after more than six years of efforts, and basically complete the county and below the medical and health system reform task, at the grassroots level to establish and improve the basic public health care system, to implement a unified tender, unified price system of essential drugs, and below county level public hospital reform to further promote, extent solves the people see a doctor difficult and expensive problems. At the county level and below the health care reform effectively promote at the same time, there is a higher level of medical services, monomer size larger, heavier pressure for reform of the public hospital reform gradually put on the agenda. Since 2010, after two rounds of 33 cities in the pilot, to explore the way to the realization of some cities in the process of reform of public hospitals in public, but basically concentrated in the developed regions, mainly is the continuation of the ways and means of the reform of public hospitals in the county, through the government invested a lot to achieve and maintain the public welfare of public hospitals in the city.Ankang City national poverty-stricken areas, economic development is relatively backward, but the masses of social undertakings demand more strong. How to effectively promote the municipal three public hospital reform and how to reform the effective maintenance of public hospital public welfare, how the financial assistance to a serious lack of, and strive to in the medical services available, medical cost burden, medical capability can meet, medical development sustainability and other aspects have reached the purpose of reform, it is the research focal point. This article through the SWOT analysis of the current situation of municipal three public hospitals, with reference to the domestic and foreign public hospital reform case studies and lessons learned, the use of new public management theory and property rights theory, from the market point to explore the poverty-stricken areas of municipal public hospital public welfare reform real approach, and strive for the public welfare and efficiency of a win-win situation, provide a reference for the similar research.
