Study On The Rural-urban Integration Development Of Endowment Insurance In Suzhou

In recent years, the construction of urban-rural social security system has been highly valued by the Party Central Committee. After 18 th CPC National Congress, in order to build a comprehensive endowment insurance system covering both urban and rural residents, Chinese government has combined the urban workers and new rural social endowment insurance. Also, national government has authorized Interim Measures for the convergence of urban and rural pension insurance system, aiming to solve the problems during transition period. This regulation has illustrated personal account transit, working time coverage, pension allocation. However, when it comes to practical implementation,realistic problems emerge on the linkage between urban and rural endowment insurance systems. The transfer and connection of pension schemes is one of the essential elements to build the harmonious society and having a mayor impact on social equity and justice.Therefore, keep promoting endowment insurance reform has highly recognized in government work report of 2015.As a pilot reform city of urban-rural integration development, Suzhou has made historical achievements and developed certain development experience in the process of constructing social endowment insurance system. There is a need to analyze and summarize these experiences for the purpose of providing a theoretical basis to help other areas to establish the integrated urban-rural social security system. Based on this research background, this paper has conducted a comprehensive study of the urban-rural social endowment insurance in Suzhou. Firstly, this paper analyzes the specific practices and experiences of the merge of urban-rural social endowment insurance in Suzhou. Secondly,it focus on the problems and reasons to further improve the urban-rural endowment insurance. At last it put forward several concrete countermeasures to deal with the issues.Undoubtedly, the research on the integration of the urban-rural endowment insurance in Suzhou will has a certain reference significance for Jiangsu and all the nationwide.
