With the development of information technology and economic globalization, the large-scale group companies domestic and abroad both have implemented Shared Services in financial management, which through dividing functions for the financial sector, reengineering work process, and combining information technology with financial management, and established Financial Shared Service Center (FSSC) to deal with the routine work as well as provide relevant professional services.The operation and management for FSSC mainly include culture and personnel management, performance management, internal control and quality management etc. Culture is the soul and dynamic for sustainable development of the organization, personnel management supports to the normal functioning; performance management is the overall operation of the organization’s performance, attention to which ensures services/products output quality and creates value; strengthening internal controls and quality management that guarantees the output reliably.Since FSSC working on-line for the F commercial bank, which helps improving business efficiency and emancipating the productive forces, but there are still problems in quality management mechanism and performance appraisal system and other issues. In the purpose of improving operation and management mechanism, advancing service quality, preventing financial risks, the paper proposes the application of PDCA cycle management methods in quality management, building a model including four aspect about Plan & Do &Check& Adjust for continuous improvement of quality standards, as well as preventing financial risks. In addition, this paper introduces the Balanced Scorecard in performance appraisal, by using three indicators--customers, internal processes, learning and growth dimension of that except financial indicator, and establishes performance appraisal system, as an incentive to promote the financial shared service center performance improvement.
