With the rapid development of Chinese economy, a large number of cross-industrial,cross-regional and cross-field enterprises or enterprise groups with certain scale and competitiveness have emerged in China. They begin to change from specialization to diversification, not only in product and market, but also in investment area and capital structure. They succeed in developing themselves while they fail in management although they take in the foreign experience. They do not realize the synergistic effect(1+1 > 2)during the business operation. Although enterprise group has its unique advantages in management, but how to improve its competitiveness through “group control” is a question among Chinese entrepreneurs. There are a lot of problems ahead of Chinese enterprises, such as the problem of strategic planning within a group, the problem of the design of the management pattern, the problem of strategic resource allocation, the problem of the design of the organizational structure and the problem of how to define the function of a certain structure. All these problems must be solved urgently.This thesis mainly study the Yunnan Salt&Chemical Industry Co.,Ltd in which the writer serves. Based on the some theories in “group control” and in human resource, this thesis analyze Yunnan Salt’s present human resource management and find the existing problems in it. And then it offered some solutions for the problems in Yunnan Salt, from how to choose, how to design,how to supervise the human resources management and control system, to how to take the human resources management and control system into full play so as to improve the competitiveness of the company.
