As a software development-oriented institution, T company need an overall and effective management& supporting system to put these work through a scientific and efficient management model to improve their efficiency, provide a better service and afford an effective technical support for the enterprise. Finally, achieve a high level of resource and security management.ITIL is a method of improving the quality of department management and service, which is practised and recognized in many department of industry across the globe. A unified service platform is crucial to the development of the R&D Centre which will coordinate the work flow, human resource and the equipments in the internal service work flow, meanwhile providing an internal service management system that based on scheme management and accord with the ITIL standards. The aim of this research is to make a construction plan based on the actual situation of the R&D centre, which will provide a framework of the internal service and resource management system, guide the construction of the ITIL system and ensure the entire system is evolved continuously to perfection.Through this research, we can provide a framework of the internal service and resource management system as well as improve the quality of the internal service and resource management.
