A Study On The Phenomenon Of "Low Stay" In Pension Institutions

Along with the arrival of the aging population problem, elderly service problem highlights increasingly, and elderly service organizations has gradually become home of part of the elderly. The12th Five-Year Plan defined the complementary function of the pension agency as a support for the first time. However, in some of the medium-sized cities in central China, some elderly service organizations appear low occupancy, which in a very different situation from the metropolis where "one bed is hard to find, and it is worth our further attention.This study focused on Wuhu, the pilot city in2012, where the aging problem is serious. We chose Wan Chunyuan and Sanshan elderly service organizations has an example. Through preset and operation of the elderly service organizations about the function, cost, service, operation costs, location and citizen’s social cognitive, we use the case study to analysis what factors influence the occupancy rate of elderly service organizations.After deep interviews and sample surveys of the directors, nursing staff and the elder of the two elderly service organizations, we found that the most important factors that affect the endowment agencies occupancy are as follows:the function orientation deviation, the lack of severe nursing, and the dislocation of supply and demand. What’s more, in the pension agency operating process, the high operating costs, the service, and charging problems also are the main factors that affect the pension agency occupancy. Pension institutions failed to consider the population and the elders’ needs in the process of planning, and it caused the difficult situations in the suburb pension institutions.Cognition of pension mechanism directly affects the occupancy of the elderly service organizations. Aimed at the relevant variables which affecting the occupancy rate, the article put forward to countermeasures solving the problem of elderly service organizations’low occupancy rate from three aspects:government, elderly service organizations and society. For the government, it should reasonably adjust its function structure, pay more attention to the construction of severe care beds, guarantee the basic public pension institutions, and mainly adopt the poorer or weaker men. For construction, it should avoid extravagance and luxury. At the same time, we should intensify policy support and supervision of pension institutions, establish evaluation mechanism and disclosure assessment results and strengthen the personnel training and construction, scientifically design geographical layout of pension institutions based on the elder’s pension endowment demand and population layout characteristics, change the subsidy way from subsidies according to the suppliers into subsidies according to the demanders, improve the level of social security for the old, actively build care insurance system and take more measures to enhance the endowment institutions’ ability to pay.For the elderly service organizations, they need to increase medical care services according to the government policy guidance to promote the mixture of elderly service organizations institutions and the medical organizations. During the service process, they should introduce more social workers, strengthen the management and construction of nursing staff to improve service specialized degrees; At the same time, they’d better strengthen the institutional capacity and improve the level of operation. For the society, the news medium ought to do positive publicity to let the residents fully understand the function, property and service management of pension institution and change the social cognition of the endowment institutions. In this way, they can improve the social acceptance and social status of nurses in the pension institutions. Meanwhile, the news medium should also promote the concept of social charity and encourage more volunteer service activities for pension institutions.
