Research On The Construction Of Public Service System Of The Prefecture - Level City Archives In

Today’s society is in a high speed development of the information age, the development concept of Mobile, Internet, Sharing and Intelligent has penetrated all walks of life, the "Micro era" has changed the original appearance of social life. The functions of government agencies in our country are rapidly changing in such a environment, innovating the mode of administration, strengthening and optimizing the public service has become an irreversible trend of development. As the administrative department of the archives of the party and government organs, the national archives at all levels bear three duties of "management archives for the party, keep history for the country, and serve the people" at the same time. Then, all the archival practitioner needs to think about the problem that how the archives be fully integrated into the "Micro era" and provide better public services.Taking the prefecture level city’s archives of Jiangsu Province as the research object, and based on the present situation of archival public service in the "Micro era", this paper uses the literature research method, case analysis method and statistical survey method. After giving out the background and the significance of the research and research status at home and abroad, this paper first introduces the basic concept and expression forms of the "Micro era" and the public service system of archives, and then introduces the situation of the prefecture level city’s archives of Jiangsu Province carrying out public services in the "Micro era". By refining the status quo, this paper finds out existing problems in four aspects:failed to reflect the convenience of public service, failed to meet the needs of the individual and diversified, failed to use the real time interactive information dissemination, failed to pay attention to the problem of information security. By analyzing the four existing problems, this paper finds out seven reasons:Service concept cannot keep up with the public demand in "micro era"; Service positioning cannot be accurately matched with the platform and audience; The system is not perfect and the management is out of order; The organizational structure is bureaucratic, and the cooperation between departments is poor; The capital investment is insufficient, and the development and maintenance is difficult to continue; The propaganda is old and lack of interactive thinking and hot spots; The quality of personnel is too single to cope with comprehensive needs. Based on the advanced experience of archives of Qingdao, Guangzhou etc, this paper puts forward seven suggestions:Cultivate the spirit of public service, investigate the risk and opportunity, learn advanced experience, enhanced the flexibility of functions, establish a long-term development concept, capture hot spots and strengthen interaction, promote the "Micro literacy" of staff. At last, this paper summarizes the beneficial enlightenment that this research provides for other prefecture level cities in our country.
