A Study On Problems And Countermeasures Of Public Service In Archives Of Kundulun District In Baotou City

As a county-level Comprehensive Archives,the Archives of Kun Dulun District in Baotou City is an important window of the government to provide services for general public.The current Archives are cultural institutions,and they have changed their original impressions and gradually opened up to the society in order to serve the people.So archives management is becoming full of diversification,socialization,modernization and rule of law.The status of public services in local Comprehensive Archives acquires to be improved so as to adapt to the new situation and new requirements.In recent years,the concept of public service has gradually penetrated into government departments,but the Archives are left behind,especially in the county-level Comprehensive Archives.Therefore,from the perceptive of public services,the paper is written about the practical situation of the Archives of Kun Dulun District in Baotou City where the author works.With theoretical knowledge in public management,the author thinks through the predicament in the Archives of Kun Dulun District including resources collection,basic functions,modern management,archives' publicity,implementation of working process and talents,so that find the internal and external reasons which constraint the development of public services in the Archives,explore the clues and countermeasures to optimize the construction of public services for the Archives in the new era.First,deepen the awareness of public services in the Archives.The second is to innovate public services' content through bettering the resources' collection and integration.The third is to accomplish archival opening up and publicity for upgrading public services' capabilities.The fourth is to improve the efficiency of public services on the basis of modern management of archives resources.Fifth,it is necessary to strive for the supports of policy,administrative law enforcement to insure the Archives' public services going well.Sixth,pay attention to the training of talents for providing consistent power for the construction of the Archives' public services.This paper mainly combines public management theory and practical experience in the work.The author expect to broaden the vision of improving the public service of the Comprehensive Archives and put forward new ways for transforming into a county-level Comprehensive Archive with quality services.
