In recent years, with the deteriorating of the environment, the environmental protection department takes a variety of measures to curb the trend. Among them, controlling the pollution sources is an effective management method, which requires that the pollutant-discharge companies should have the discharge permit and obey the rules to discharge. In China, the discharge permit system is gradually improving. At present, a common system is lacked for the application, distribution and management of the discharge permit in the field of the e-government on the environmental protection.The informatization of the on-line application and approval which are the important component of the e-government on the environmental protection is a breakthrough to promote the implementation of its work. The development of the Web-based system for the discharge permit application and the administrative approval aims at constructing a kind of software convenient for the on-line application and administrative approval, which is in line with the characteristics of administration and can meet the needs of the users, by comprehensively applying advanced software development technology, adopting the object-oriented software engineering method and designing the perfect security measures.Based on the investigation and the analysis, and the existing needs for the business of the approval of emission permit application in Dali Bai Autonomous Prefecture, a Web-based system for the on-line application and the approval for the discharge permit is proposed in the paper to be built upon the study mainly from the following aspects:1. Researching on the status quo and the development of the business of the application and the approval of the e-government on the environmental protection at home and abroad. The existing technology and research are known well through reading a large number of relevant literature and the research on the valid system for the application and the approval.2. Determining the adopted technical route and technical framework. Through the investigation of the technical framework of the valid system, the analysis and comparison of the advantages and disadvantages of various technical framework, and the combination with the currently popular Web development technology, the technical route for developing the system is determined.3. Analyzing business requirements, discussing and determining the requirement documents, and designing the components of the system and the subsystem function. The components, the function framework, the use case and sequence diagrams and the database tables of the system are designed according to the needs of the business of the application and the approval.4. According to the design,1 management system and 3 business systems are achieved by programming. The problems encountered in the realization of the function are studied, and finally the problems are solved to realize the functions.5. Strictly testing and improving the realized system. According to the process of the requirement business, the integrity of the function of the system has been tested, and the defective functions have been improved. By testing the system, the deficiency of the system and the future work arrangements are summarized.The realization of the system functions meets the requirements of the business of the application and the approval of the state-owned and non-state-owned enterprises, public institutions and the examining and approving agencies, which improves the efficiency of the office hours, and provides a certain reference for the transformation and reorganization of the model of the application and approval business for the discharge permit.
