With the rapid development of computer technology, the software system becomes more and more complicated and bulky. However, the traditional "hand-workshop" style of software development situation cannot meet the demand for software development speed and quality. In the discussion of software reuse, the software component technology is regarded as a new trend for current software development, which can raise software productivity and software quality to a certain extent. Primeton EOS(Enterprise Operation System) provides component-oriented middleware platform and can reuses existing software results to the full.As a result, Primeton EOS meets the requirements of enterprises application and the needs of workflows, operation rules and information resource change. Furthermore, it is capable of enhancing operation efficiency and responding to any change.Demonstration report and contract approval list are the two important processes in the course of cost management in CADI scientific research&production activity. However, approval list is handled in papery and by hand, it is in urgent need to realize the informationization management for the approval of scientific research&production cost usage. This article takes the approval system of cost usage in CADI as the research background, firstly analyses the present study and development status of component development technology and studies its features, component definition, run mechanism and development process of EOS component platform. Then, under the guidance of EOS component-based software development technology, the article discusses the operation requirement of cost usage approval and conducts system general design as regard to architecture, function and component package, and compares EOS system architecture with MVC structure.Finally, the article discusses the detail design of approval system of cost usage, including its data modeling, data dictionary definition, etc. Taking demonstration report as example, it conducts function component design, workflow design and user interface design.The design and implement result of the cost usage approval system indicates that by introducing EOS platform and using open architecture and component-based design and development method, it can dramatically shorten system development cycle and reduce development cost. Furthermore, the program design becomes more clearly and flexible as well as enhances the scalability and maintainability of software, therefore, it can meet actual work need of CADI and realize the informationization management of demonstration report and contract approval list. This system has several advantages: promoting the standardization of relevant operation process, integrating well with the external system like cost management system, actually realizing information share and integration and raising the work efficiency of relative operation departments.Meanwhile, it lays down a solid basic for the design development and integration of subsequent management operation systems and gathers enough experiences. In the future, the existing component of this system can be reused according to requirement so as to further enhance the system development efficiency.
