Currently, Nanchong City Land Resources Bureau office software application is also limited to the construction most common hardware and software environment,therefore, there is very urgent need for software and hardware devices according to the characteristic of the soil.strengthen the examination & approval of construction land, and improve the construction of daily office applications according to Nanchong’s Land resources structure,The insiders situation of Nanchong City Land Resources Bureau improved construction land approval current status, In this paper, Aiming at Nanchong City Land Resources Bureau management business is designed primarily as a practical application, implementation to meet the current demand in urban construction land examination and approval and the online office system software.The article first detailed investigation of Nanchong City Land Resources Bureau staff and the user’s actual business needs, to proceed from the overall demand analysis, the use of multi-layer design based on J2 EE architecture, based on its architecture standards using the Unified Modeling Language(UML) is described, followed by Struts for the presentation layer framework established Mvc framework,for persistence layer using Hibernate build system,which to minimize the cost of the development process in order to improve system scalability and maintainability; Finally, the use of B/S architecture, the user identity authentication,to ensure the integrity and confidentiality of information, so as to complete the detailed design of the system architecture.After the construction of the database is presented in this paper, the test to achieve the business requirements in the software system is divided into approval of construction land management module,office modules,individual application modules of three subsystems, including approval of construction land management system is the core of software system modules.Due to the examination and approval of complexity and uncertainty of the business,the system adopts single-phase combination of workflow and the electronic forms,providing a flexible workflow definition tools and perfect execution engine, in order to concisely and quickly build a business process of examination and approval.In addition, the analysis of system design and taking into account the characteristic of multi-user, cross-platform, the system is established based on different user access control model access control subsystem.The thesis, after J2EE’based architecture and the use of UML- modeling method to achieve an online office business, and have achieved good results. That certainly feasible improve the information management of land and resources informatization of Nanchong City Land Resources Bureau of Land and Resources to achieve efficiency.
