With the gradual deepening of China’s economic reform and the increasingly competition in worldwide economy and trade, many Chinese enterprises, especially medium and small enterprises, adopt and implement the ISO9000 family standard and get the certification of national measurement system detection system, which helps them survival and development.The measurement management system this paper proposes is to solve some problems in the management of the measuring instruments. With the help of this management system, enterprises can improve their measurement technology and management level, strengthen the dynamic monitoring of measuring instruments during the whole process, promote management and product quality.This paper first describes the project background and significance of the system. And then show the current research and application of similar systems. Using the principles and methods of software engineering, it next describes the main work content of this paper and the demand analysis of the measurement system, During the process of business analysis, organization charts and flow charts are used to analyze the organization, business issues and original business processes. After that, roles in the system are made clear and lane charts are used to illustrate the optimized business processes. During the process of functional analysis, data flow diagrams, data dictionaries and functional structure diagrams are used to analyze the function of the system. Then the overall system architecture and the functional modules such as basic ledger management, measuring instruments management, statistical inquiry, report management and personnel management are determined. During the process of data analysis, the data that functional modules need is abstracted and analyzed to determine the ER diagram of the system, with detailed definitions of the database tables and fields descriptions. Finally, the paper gives a brief summary of the work, which pointes out the inadequacies of the paper and proposes the direction of improvement.
