With the development of computer network applications, the network has entered the thousands of household. Along with the continuous development of our recruitment methods, the traditional recruitment methods can not meet the development of the local community. The traditional registration way needs candidates to come to the spot, which has many shortcomings, such as the recruitment registration is not timely, and it is inconvenient to get information about the scores. To simplify recruitment procedures, improve efficiency, reduce labor intensity, and make introduction of talent convenient, it is necessary to apply information technology to the relevant management system.In order to make easy the actual needs of staff and management personnel work, this paper designs a set of open recruitment management system deficiencies for Lijiang Municipal Government Reception Office, analyzes deficiencies of open recruitment management, and gradually improves the system, provides a reference for the reception office decision makers and managers. And then achieve objectivity, accuracy, and efficiency of management of open recruitment, and promoting regularization of the work. Therefore, the paper first introduces the background, significance and current research and application of open recruitment management system of the Lijiang Municipal People’s Government, so the content and main work is defined. Then in business analysis, the paper analyzes the problems, organization, existing business processes of the system, gives the business processes after transformation; and in the functional analysis, through case analysis and case description, the paper makes clear the function of the system, gives the overall function package diagram and sub-function package diagrams of the system, including the nine sub package diagrams:basic data management, grade exam registration round management, grade exam registration object management, exam registration management, examination fee management, exam outcome management, exam discipline management, statistical inquiry and system management. While in the data analysis, the paper analyzes the data that each system function needs to address, and gives the entity class diagram, establishes the database table structure. Finally the paper summarizes the research and analysis, and future work is prospected.
