With the increase of the highway transportation of dangerous goods, the transport of dangerous goods accidents is increasing. Effective emergency response in highway accidents can reduce the losses caused by the accident greatly. And the effectiveness of emergency response is closely related to emergency preparedness.Based on the analysis of emergency preparedness in highway of dangerous goods, the paper introduced the classification and properties of dangerous goods, analyzed the types of dangerous goods accidents, causes, and the differences from the general characteristics of the accidents.Under the condition of satisfying the emergency preparedness demand in case of transportation accidents of dangerous goods in high ways, the emergency preparedness management system is built, which is composed of four major modules, namely emergency proposal management, emergency materials reserve management, emergency drill management and emergency preparedness ability assessment. In the system, the design thought of emergency proposal for transportation of dangerous goods in high ways is analyzed; the multi-level indicators are selected; before-and-after evaluation is made to the proposals so as to guarantee the continuous improvement of proposals, at the same time, the analytic hierarchy process is adopted to classify the responses to proposals. The emergency material reserve management for transportation accidents of dangerous goods in high ways mainly cover three aspects: materials classification, demand forecast and inventory management, reflecting the sufficiency of emergency preparedness and the rationality of materials control. Finally, the multi-level indicators are used to conduct qualitative and quantitative evaluation to the emergency preparedness ability.Finally, the paper developed the emergency preparedness management system by using Visual Basic 6.0 for onstage contact surface, Structured Query Language for the data processing work, Map Objects for accessing map date. The system is able to implement emergency auxiliary compilation, query and archive the emergency plan. It could access the emergency plan before and after accidents. It also can locate existing materials and materials management by keywords. The system can assess and document the wholeemergency preparedness. System can provide the support to highway emergency management department for emergency preparedness, and encourage the department to continue to improve its emergency preparedness capacity.
