The Improve Research For Contingent Plans Of Water Pollution Emergencies Of Lanzhou Water Supply Company

According to researches, the water resources are from surface water in most Chinese Cities. But many large chemical enterprises are distributed along rivers in China. This will bring potential security risks to city lives. There are many heavy industrial factories in Lanzhou City. If leak accidents happen in upper river basins the serious consequences will appear in Lanzhou Basin. To prevent these results the government needs to strengthen abilities of controlling key water basins pollution. Moreover, the Water Enterprise needs to strengthen its own water safety consciousness, pollution prevention means and sudden emergency rescue capabilities in public health affairs.This paper is according to "the preparation guidelines of production enterprises for production safety emergency rescue plan" which is developed by State Production Safety Emergency Rescue Command Center. We are in allusion to the lives/production water supplying difficulties even the water suspension incidents in the conditions of city water pollution. Potential pollution problems in water intake of Yellow River upper basin are considered. Based on effectively integrating the existing production technology, water safety management systems and testing, treatment of the original water systems we study and improve the existing system for contingency plans.To improve the effectiveness and applicability of the existing contingency plans, we considered water status, types of security risks, pollution approaches in Lanzhou City. On the one hand we need to strength routine monitoring of water quality furthermore illuminate responsibility confine of sudden emergency command center and the relevant departments. Meanwhile a better early warning system should be developed, which could help find the accident hazards immediately to offer more time to prevent or even enough time to deal with accident hazards. On the other hand through the analysis of the unexpected incidents extents (â… class,â…¡class,â…¢class,â…£class) and the type of water pollution resource (A type, B type), according to the regulations in accordance with relevant state laws we will take the emergency response procedures with different types and degrees. In these cases can we not only treat the sudden water pollution accidents effectively, but also can activate contingency plans in the case of emergency. Through promptly dealing with the accident and emergency relief the extent and severity of the incident will be effectively controlled. These processes have effect on water security, and comprehensively improve the existing emergency response system.
