Study On China' Emergency Response System Of Water Transportation Of Dangerous Goods

With the rapid development of society and the deepening of the market economy, the demand of dangerous goods is increasing extremely, which directly leads to the growing transport demand of the dangerous goods. The dangerous goods have many special dangerous qualities, such as flammability, explosibility, poisonous character, radioactivity, contamination and so on, which may easily produce serious consequences. So how to create a unified and mature dangerous goods emergency response system, to prevent accidents from dangerous goods waterway transport and even deal with accidents in time and efficiently, has become the important issue of China's water transport management department.This article research on waterway transport accidents of dangerous goods, then carry out a lot of research and analysis, at last built a dangerous cargos accidents deal-with framework,which may woke out the pre-effective prevention, proceeding in control, handling afterwards.It describes the current conditions and the system of the waterway transport dangerous goods emergency response system, and mainly does the following work:The status quo and building of the emergency response system of water transportation are discussed in detail, mainly to do the following work:(1) Study the actuality of waterway transport dangerous goods emergency response system, on the laws, regulations, human, shipping, emergency equipments and information systems, as the five aspects to illuminate the existent problems.(2)Propose the objective and organization of waterway transport dangerous goods emergency response system, and then construct the framework of waterway transport dangerous goods emergency response system in four aspects of warning, emergency response, disposal and emergency protection.(3) According to the situation and regulation of Chinese waterway transport dangerous goods, identify the risk assessment index, with the fuzzy comprehensive evaluation, to establish the risk assessment model of waterway transport dangerous goods, which will suit for China's national conditions.(4) Studying on four aspects, including warning, preventing, emergency response, disposal and emergency protection, pay attention to the flow of warning, preventing and emergency response in particular, and get some dispositions for different dangerous goods. At last, make the meanings and measures of the emergency protection on the four aspects on the communication and information, emergency workers, logistics, and technique.
