Study On The Evaluation Of Emergency Disposal Capability Of Aviation Dangerous Goods Transportation Based On 4R Theory

In recent years,air transportation of dangerous goods(including lithium batteries,some chemicals,medical supplies,etc.)has become more and more frequent.Due to the particularity of the transported objects,the consequences of an accident are unimaginable.Therefore,in order to improve the emergency handling ability of aviation dangerous goods transportation emergency,this thesis evaluates and studies the emergency handling ability of aviation dangerous goods transportation emergency according to the multiple influencing factors that affect the emergency handling of dangerous goods transportation.Firstly,the basic process of aviation dangerous goods transportation is studied,and the emergency management mechanism,disposal basis and principles of aviation dangerous goods transportation are analyzed.Combined with the airline’s emergency manual,"China Civil Aviation Transportation Management Regulations for Dangerous Goods","AC-276-TR-2018-01 Management Measures for the Air Transport and Storage of Dangerous Goods" and other regulatory documents and experts’ opinions,according to the airline’s emergency management The work process and the quality requirements in each process have established an evaluation index system for the emergency capability of aviation dangerous goods transportation based on the 4R crisis theory,and quantitatively analyzed some of the indicators.The weights of the indicators are determined using the G1 sequence relationship.Combined with the TOPSIS approach to the ideal value sorting method,an evaluation model for the emergency handling capacity of aviation dangerous goods transportation is constructed.Finally,an example is found for analysis,and on this basis,corresponding improvement measures and suggestions are put forward for the problems found in the evaluation,so as to realize the closed loop of emergency response to such emergencies,so as to improve the airline’s ability to deal with such emergencies.ability.The evaluation model in this thesis can not only evaluate the emergency response capability of the airline company for the transportation of dangerous goods,but also evaluate the emergency manual of the airline company.Provide a theoretical basis for the improvement of the quality of airline emergency management work,and ensure the safe and efficient operation of the company.The evaluation model constructed in this thesis can not only evaluate the emergency response capability of the airline company for the transportation of dangerous goods,but also evaluate the emergency manual of the airline company.Provide a theoretical basis for the improvement of the quality of airline emergency management work,and ensure the safe and efficient operation of the company.
