Research On Vulnerability Assessment Of Ground Emergency System In Air Transport Of Dangerous Goods

As air transport of dangerous goods volume increases, bring huge economic benefits for airlines, at the same time, due to the dangerous characteristic of dangerous goods and particularity environmental of air transport caused accidents frequently, brought great challenge to the air transport safety. Emergency rescue is effectively means to reduce the consequences of the air transport of dangerous goods accidents and accident symptom.This article first analysis the basic concept of the air transport of dangerous goods, the emergency system and vulnerability, defined the the vulnerability connotation of the air transport of dangerous goods ground emergency system, determine the research category, air transport of dangerous goods ground emergency namely includes the emergency system construction(emergency plan, emergency system, emergency response mechanism and emergency legal system) and system implementation(emergency rescue equipment)vulnerability. And combined with the present situation of air transpot dangerous goods,qualitative analysis the air emergency plan, emergency system, emergency response mechanism and emergency legal system vulnerability of the subject of air transport dangerous goods; Emergency rescue equipment is the key to effective implementation the emergency system, this study based on the standard of civil aviation divided dangerous goods accidents emergency rescue equipment into eight classes:forecast warning signs, individual protection,communication and information, fire fighting and emergency rescue, transportation,engineering rescue, medical and rescue and emergency technical, based on the "pressure-state- response"(PSR) model, set up the vulnerability evaluation indexes of air transport of dangerous goods emergency rescue equipment, and indicators valuation standard, using the analytic hierarchy process AHP to determine the index weight, index value is determined by field grade, through triangle method identified the evaluation standard, divides the vulnerability types of the emergency rescue equipment. Based on the method above,analyzed the emergency rescue equipment vulnerability of three airpor in north China, the calculation results show that the vulnerability type change of the three airport respectively is PSR- P-PSR, S- PSR and P- PSR, connecting with the concrete index analysis gives the countermeasures. The study has high theoretical and application value to identify the weaklink of construction and implementation of the air transport of dangers goods ground emergency system, perfect emergency system, improve the ground emergency ability of air transport of dangerous goods.
