With the development of our country’s economy,the urbanization level is higher and higher,the demand for rail transportation increasing,the call for public participation in planning and construction is becoming higher and higher.But,because our country public participation in decision-making mechanism is not sound,the difficulty of public participation in huge,democratic decision-making,democratic supervision to implement and has a long way to go.Based on the theory of citizen participation ladder,new public service theory and externality theory,the author use the methods of case study,questionnaire survey,individual interview,further study of the problems of the railway traffic planning and public participation.Found in the process of planning and construction of the south of the Yangtze River railway Jiangyin section of existence of weak public participation channels of a single,non-profit organizations,the irregular procedure of public participation,public participation the effect not beautiful,and many other difficulties.The author thinks that the problems including information asymmetry,public participation,and collective action dilemma game between the main body,the interests of all parties and the restriction of traditional political culture.So,through the government,enterprises and the public work together,revising perfect laws and regulations,implementation of government affairs public,non-profit social organization’s growth,strengthen the system and mechanism innovation,promoting the construction of service government countermeasures,such as to give full play to the enthusiasm of public participation in high-speed rail link,to explore more subject to participate in the planning and construction of infrastructure and institutionalization of new ideas.
