China’s building energy consumption accounts for a high proportion of the total social energy consumption, and it is an important area of energy conservation and emission reduction, therefore, it is imperative to carry out building energy conservation. Heat preservation and heat storage capacity of envelope of residential buildings in heating areas in China are not good, the heat loss of through the envelope accounts for 70% of the whole, so we should focus on the energy conservation of residential buildings’ envelope. The effective implementation of energy saving reconstruction of residential buildings’ envelope involves many factors, and the decisive factor is the optimization of envelope’s energy saving reconstruction scheme, the reasonable degree of energy saving reconstruction scheme is very important to reduce the cost and ensure the efficiency, economic benefit and environmental benefit.Based on the analysis of the climatic and geographical characteristics of the heating zone, this paper introduces the concept of "suitability technology" in China’s residential buildings’ envelope’s energy saving transformation of the heating region; by analyzing the relevant laws and regulations of residential buildings’ envelope’s standards for energy-saving design of residential heating area of our country building, this paper constructs the buildings’ envelope’s energy saving transformation scheme of the functional evaluation index system, determines the index scale, uses the fuzzy attribute hierarchy model to determine the weight of index, calculates the function coefficient of the scheme, builds the calculation method of the annual value of the whole life cycle cost of buildings’ envelope’s energy saving renovation project based on the whole life cycle theory, calculates the cost coefficient of the scheme, thus builds the optimization model of buildings’ envelope’s energy saving reconstruction scheme of residential buildings in heating areas in China; Through the empirical analysis, this paper uses the optimal model to select the maximum value scheme of three kinds of design scheme of a civilian residential building’s envelope’s energy-saving of Zhongguancun South Street of Beijing city, a civilian residential building envelope energy-saving as an empirical case to verify the applicability of the optimal model.The research on optimization of residential buildings’ envelope’s energy saving reconstruction scheme in heating region of china can provide reference for the implementation party of energy saving reconstruction, so that they can choose the most valuable energy saving transformation scheme, improve the transformation effect, save the cost of renovation.
