In recent years,national water conservancy project money increased,such as the TGP(the Three Gorges Project)and South-North Water Transfer Project,etc.2016 Countries input a lot of money for water conservancy engineering construction in 2016,especially in the governance of channel,and the research has become an important subject.Water conservancy project construction project will bring huge economic benefits to the people and country,as well as social benefits.Decision makers will face all kinds of scheme selection,once the plan selection is wrong,it may cause water conservancy engineering accident,not only brings huge personal,economic losses to the nation and people,are more likely to cause resource waste,lead to unequal investment and benefit.There are more influencing factors in river management,especially in mountainous river management.In this case,each stakeholder should set out from actual,apply the scientific method and take corresponding measures according to the factors involved timely in order to maximize interests at minimum cost.The main contents of the research are as follows:1 ? Comprehensive collect related literature at home and abroad,contrast the data systematically and deeply,conclude the current situation of river managements and optimization evaluation methods often used;2 ? Introduced in this paper,we adopted two kinds of methods of basic theory,and analytic hierarchy process(AHP)based on triangular fuzzy number and evaluation model based on the improved grey clustering were constructed;3 ? Use analytic hierarchy process(AHP)based on triangular fuzzy number and the improved grey clustering method combine with the optimization evaluation model build for mountain river,MATLAB was used to modeling and calculation.Select a plan according to the engineering project,analyze results use two different methods were analyzed,and the results are consistent.It proved that channel management optimization model based onimproved grey clustering can get high reliability optimization scheme simple and fast,the result is credible,which has a great deal of promoting significance;4 ? Use HEC-RAS for hydraulic simulation calculation,Consider the various factors combine with actual project,get the optimal governance analysis.The results and calculation results based on improved grey clustering method are consistent,it also shows that analysis and evaluation model of channel management plan optimization based on improved grey clustering method can solve the problem of choosing the optimal solution of mountain river.It provides scientific and reliable decision basis for decision makers,and provides the theoretical basis and typical successful cases for to solve the problem of scheme selection of mountain rivers.
