Analysis And Research In The Provincial Nuclear Emergency Exercises

In public crisis management,the nuclear emergency management is an important component,which is not only important to ensure the sustainable development of nuclear energy industry,but also to fulfill the requirements of relevant international conventions.The most important focus of the nuclear emergency management is disposing of nuclear incidents( hereinafter referred to as the nuclear accident).In order to effectively respond to nuclear accidents,national governments and operating units have created corresponding emergency plans for nuclear accidents,and one of the very important way to test the validity and integrity of these plans is to carry out a nuclear emergency exercises.The provincial nuclear emergency organizations are an important part of China’s nuclear emergency management system,conducting provincial nuclear emergency exercises is the key to strengthen the nuclear emergency response capability of provincial nuclear emergency organization and to meet the timely, coordinated and efficient requirements.Therefore,it has a very important theoretical and practical significance for improving the nuclear emergency organization response capability and nuclear accident emergency management in China to strengthen the analysis and research on the provincial nuclear emergency exercises.For provincial nuclear emergency exercises,we lack relevant information and in-depth research,this paper studying the related content of the provincial nuclear emergency exercises through the following aspects:1) The progress of study in related fields domestic and abroad.Collecting,classifying and organizing the the circumstance and present conditions of nuclear emergency exercise at home and abroad and then analyzing and summarizing the advantages and disadvantages of these exercises.2) The research on basic theory.Studying and analyzing the theory about nuclear emergency exercises,including the concept and the specific role of nuclear emergency plans;and the concept,the purpose,the scope,the classification of nuclear emergency exercise.3) The research about planning,organizing and implementing provincial nuclear emergency exercise.On the basis of the study in nuclear emergency exercises domestic and international and the research of basic theory, the author elaborate the whole process of exercise through the three stages of exercise preparation,exercise implementation andexercise assessment and summarization.4) The studies and research on provincial nuclear emergency exercises case.Through analyzing the emergency exercise in Liaoning Hongyanhe nuclear power plant and the Fujian Ningde nuclear power station,the author evaluate their advantages and disadvantages objectively.5) Problem analysis and countermeasures.Through the first four chapters of analysis and research,combining with the practical experience of the author,the author summed up some of problems in the three exercise stages,and put forward countermeasures to solve these problems.The reality significance of this thesis lies in analyzing some problems still exist in the current domestic provincial nuclear emergency exercises and putting forward the countermeasures,this thesis provide some new ideas for carrying out a provincial nuclear emergency exercise in China and provide the new direction and the goal to the nuclear emergency management staff and effectively promote the level of nuclear emergency management and emergency response capability in China.
