With the rapid development of China’s national economy and the continuous improvement of people’s lives, the degree of dependence on electricity is also getting higher and higher. However, the social stability and quality of power supply requirements are getting higher and higher, while the tolerance of power outages is getting lower and lower, which put forward serious challenges to the security and stability of power system.Practice has proved that as the development of science and technology, the proportion of accident directly caused by mechanical failure has fallen to very low, but accidents induced by human factors has become one of the main accident source of electric power safety accidents. Therefore, carrying out the analysis and classification research of power accidents caused by human error is very important to reducing the occurrence rate of power accidents.Human factor analysis and classification system(HFACS) is designed as a human factor analysis model which use aviation safety incidents as the background, and it is one of the important tools used to analyse the causes of accidents and currently it has been widely applied to aviation, railway, coal and medical industry safety accident investigation.This paper puts forward the human factors analysis and classification system fit for power accidents based on the analysis and classification system of human factors in aviation safety accidents, and combined with the actual situation and characteristics of power safety production.This paper collects 108 cases of personal injury and death in China State Grid Corp in recent years. Based on the power accidents HFACS framework, this paper conduct the research on human error from organization and management, unsafe supervision,prerequisite of unsafe behavior and unsafe behavior these four levels, analyze the relevance and significant between the four levels of power accidents HFACS framework through the ?2(Chi- square) inspection and odds ratios(OR), and found out the reason of the lack of organization and management and unsafe behavior. The results show that thelack of organization and management is mainly reflected in the fact that the resource management is not in place and the organizational climate is poor, and the main performance of the unsafe behavior is the technical errors and habitual violations.At the end of this paper, based on the power accidents HFACS framework, this paper formed the description of the basic situation of the power accidents by coding, and encoded the accident time, the location of the accident, accident type, the nature of the accident, accident levels and human factors lead to electrical accidents, and established database of power accidents due to human error in order to convenient the power accidents archive, search and network management and solve the power accidents statistical analysis and safety problems. Then, it analyzed the deficiencies of the research and pointed out the future research direction of establishment of the database of power accidents caused by human error.
