There is no denying the fact that the urban rail transport (URT) in China has come to a period with fast development and many cities have already built their own basic networks. The network resources and the passenger performance are various between different cities, thus, it is difficult to evaluate the utilization efficiencies of the resources. In this paper, the author makes a research about the evaluation method. The main works are as follows:(1) The principle of inputs &outputs has been applied into the evaluation work. The concept of regarding the network resources as the inputs and the passenger flow as the outputs has been proposed.(2) An evaluation criteria system for the URT’s network resources’utilization efficiency has been established. The input criteria include the length of the networks, the operation time, the number of the stations and the number of daily operation trains; the output criteria include the average daily passenger flow, the highest level of daily passenger flow as well as the highest section passenger flow during peak hour. The CCA has been used to test the correlation between the input and output criteria.(3) An integrated model based on the DEA has been provided. The CCR model combines with the SE-CCR model are used to calculate the relative efficiencies and give the sorting; The Malmquist model is used for knowing the efficiency fluctuation of the entirety and each DMU; The BCC model together with the NIRS model are used for getting the PTE and the SE values as well as determining the returns to the scale.(4) The efficiencies of 17 URTs in China have been evaluated. It shows that:1) The efficiencies are not at the same level, in the year of 2013, the variance and the range are 7% and 77%; in the year of 2014, the variance and the range are 3% and 50%.2) During the period of 2013-2014, the efficiency of the entire has increased with 14%, and out of the 17 cities,12 get their efficiencies increased.3) In terms of the 8 cities that under 100% in the year of 2014,7 of them are mainly due to the small scale of the network resources. The paper establishes a criteria system and an integrated model based on the DEA, which has a positive value for the evaluation of URT’s network resources’ utilization efficiency.
