Water resources is an important indispensable resource of human survival and development.It not only protects people’s basic living demand, and also plays an important role in socialprogress and economic development. At present all kinds of water problems are increasinglyprominent, water resources has gradually become a "bottleneck" restricting the development ofeconomic resources, and sustainable utilization of water resources is the only way to solve thewater crisis. In this case, to carry on the quantitative analysis and evaluation of water resourcessustainable utilization has the real practical significance and theoretical value. In this paper, on thebasis of fully absorbing predecessors’ research results, by adopting the combination of theoreticalanalysis and application of technical route, taking Heilongjiang province as an example, takeevaluation research on water resources sustainable utilization.(1)This paper sumed up research status of the evaluation index system and evaluationmethod of sustainable utilization of water resources at home and abroad, and summarized the mainproblems at present.(2)This paper analysed the principle and establishment method of evaluation index systemof sustainable utilization of water resources, and established the initial indicator, and usedclustering-entropy method to get the12indicators of evaluation index system of sustainableutilization of water resources from the initial screening in Heilongjiang province.(3) This paper established the evaluation model of water resources sustainable utilizationbased on support vector machine, and used the genetic algorithm for optimization of support vectormachine’s parameters selection. Then, it used the classification support vector machine modelbased on genetic algorithm and regression support vector machine model based on geneticalgorithm to evaluate sustainable utilization of water resources situation of Heilongjiang provincein2003-2010.(4)This paper combined the respective advantages of wavelet analysis and BP neuralnetwork, and established the evaluation model of water resources sustainable utilization based onwavelet neural network and evaluated sustainable utilization of water resources situation ofHeilongjiang province in2003-2010.(5) This paper combined the respective advantages of fuzzy system and BP neural network,and established the evaluation model of water resources sustainable utilization based on T-S fuzzyneural network and evaluated sustainable utilization of water resources situation of Heilongjiang province in2003-2010.(6)This paper did comparative analysis on the results of evaluation model. The resultsshowed that the evaluation results of three kinds of evaluation model were almost consistent, theability of sustainable utilization of water resources in Heilongjiang province was at level3formany years.(7)Sensitivity analysis was carried out on the12indexes. The analysis results showed thatthere were large differences of the sensitivity of different indicators, and gived targetedcountermeasures and suggestions according to the results of the sensitivity analysis at last.
