Now building energy consumption accounts for 30% of the total society energy consumption. Building energy conservation can effectively relieve the energy and environmental problems in China, with building and HVAC plying a key role in the work of building energy conservation. Energy consumption of HVAC is the main part of building energy consumption. HVAC is usually designed after building design, which makes overall efficiency of building and HVAC system can’t reach optimization. Domestic building energy-saving design often focus on the reduction of operational energy consumption and cost and ignored the increase of energy consumption and cost in the process of the construction. The concept of passive building has become the influential factors of the future direction of building energy conservation in our country. But the passive building lack of standard suitable for domestic use.To solve above problems, this paper puts forward the integrated design of building and HVAC and make the comprehensive evaluation of economic benefits and environmental benefits for building and HVAC in the whole life cycle using the full life-cycle assessment system. Finally, it conclude an optimal design method of building energy efficiency. The comprehensive evaluation model of economic benefits and environmental benefits in whole life cycle for building and HVAC integrated is presented in this paper, with the comprehensive analysis on the initial construction stage, the operation stage and the dismantled stage of building and HVAC. Thus the integrated design method of building and HVAC based on full life cycle is obtained. Finally, with a passive building in Qingdao Sino-German eco-park project as the research object, the paper begins the integrated design optimization of building and HVAC using above method to get the best energy-saving solutions, and analyzes the passive building energy efficiency design to provide the certain reference value for energy-saving design of passive construction in our country.
