With the rapid increase of economic development and the level of urbanization,China’s energy consumption is rising sharply, CO2emissions are rising rapidly, whichbring great pressure to the environment. And building is the main source for CO2emissions, energy consumption and the amount of CO2release accounted for aboutone-third of the total in the country. At present, our country is in the period of rapiddevelopment of urbanization, according to the relevant statistics calculation,"TwelfthFive-Year Plan" period, China’s urban accumulated new construction area will reach40to50million square meters. Our short-term goal, to " Twelfth Five-Year Plan " final,will produce1.16million tons of standard coal saving energy in energy-saving ability,therefore, the development of low carbon buildings, will become the irreversible trendof development of the construction industry. In order to promote the development oflow carbon buildings, it is necessary to build a scientific and reasonable low carbonbuilding evaluation system.Firstly, this article carries on the analysis of low carbon building related theory,by analyzing for concept of low carbon buildings, development course and therelationship with other new building, deepen the understanding of low carbonbuildings; Secondly, I introduce the whole life cycle theory, and to the residentialbuildings as an example, the low carbon building life cycle is divided into five stagesthat prophase planning, planning, design, construction, operation and maintenance,dismantling scrapped, and based on whole life cycle perspective to analyze variousinfluence factors of low carbon buildings; at the same time, draw lessons from domestic and international green building assessment index system, and through thefield investigation and consulting relevant experts, build a set of suitable for China’scurrent low carbon building evaluation index system; through analyze valueengineering, data envelopment analysis, artificial neural network, fuzzy comprehensiveevaluation method and so on, combining that some information in the process of lowcarbon building evaluation index dimensionless is difficult and hard to quantify and theevaluation results also have relatively fuzzy, this paper uses fuzzy comprehensiveevaluation method to evaluate low carbon buildings; Finally,in order to validate theapplicability of the evaluation index and method, combining with case analysis,through the questionnaire way to collect relevant data index, and use fuzzycomprehensive evaluation method for the case related evaluation, realize thecomprehensive evaluation for low carbon buildings in the end.In this paper, based on the full life cycle perspective, using the fuzzycomprehensive evaluation method to evaluate relative low carbon buildings, has thecertain theory reference and value and is conducive to the development of low carbonbuildings, energy conservation and emissions reduction. I hope this paper can providea little help to improve the current environment in an effort and reduce carbonemissions.
