With the reform and opening up, the Chinese government actively uses macroeconomic policy and increase investment in infrastructure in order to promote the construction of many projects. This policy played an important role in promoting socio-economic development. In recent years, the risk problems have being widespread in many areas, especially in underground construction and tunnel construction projects. Furthermore, a variety of methods and optimization of construction risk management has also been concern and application engineering construction field. At present, China construction risk management is still in its infancy, the project managers of risk have consciousness, poor risk management capabilities, for which at this stage of construction risk management depth research is imperative.As we all know, the tunnel project has a long construction period, large environmental impact, unforeseen risk factors, construction technical complexity, and huge investment characteristics, coupled with the road tunnel compared to other tunnels have a greater cross-sectional shape of the flat and other unfavorable factors, roads tunnel construction is a high risk. While China is in a period of rapid development, but the tunnel project’s technical and management personnel is also relatively lacking, with no objective understanding of the security risks, management unscientific, investment is not in place, so the road tunnel construction process of production safety accidents, the situation is not optimistic.Therefore, to carry out the construction process of the road tunnel safety risk management, scientific decision-making in favor of the tunnel project, rationalization, reducing the risk of horizontal construction decisions, helps to reduce the loss of tunnel safety accidents or consequences of accidents is conducive to the smooth realization of objectives of tunnel project management.
