Machinery manufacturing industry is a country’s basic industry, which is the pillar industry of national economic development, directly reflecting the level of productivity of the country. As an important part of the machinery manufacturing industry, the automobile industry represents the industrial level of a country. As the basis of the automobile industry, auto parts industry plays an important role in the development of the automobile industry. Auto parts enterprises and vehicle enterprises gradually show a separate state, and the procurement of parts and components of the vehicle is more global.However, with the increase of the automobile recall system and the vehicle recall frequency, the economic loss is also increasing. Auto parts enterprises, as the indirect undertakers of the economic loss caused by vehicle recalls, cannot afford the huge cost of claims and the business is in difficulty.Auto parts industry started late in China. Its disadvantages include economies of scale having not yet formed, lack of core technology, lack of independent research and development capacity, backward management and having no risk consciousness. Therefore, in the face of such opportunities and challenges, Chinese auto parts industry must clearly understand the current problems, using the modern management theories and methods to decrease the quality, cost, delivery and other risk in he process of development and manufacturing. Therefore, combined with the advanced management experience of foreign related enterprises, this paper analyzes the deficiencies of the domestic auto parts enterprises’ management and establishes a set of perfect risk management system to make positive effect on the auto parts project’ risk assessment and prevention, ensuring the normal operation of the project, reducing loss of project funds, and establishing a professional enterprise’s image.In this paper, the author takes Hoerbiger company auto synchronizer projects as the basic research, using a combination of qualitative and quantitative analysis method. According to Hoerbiger company auto synchronizer project risk management problem, the author put forward the corresponding solutions. This paper first introduces the research background, research significance, as well as the relevant theoretical research. Then the paper introduces the organizational structure of Hoerbiger company and its transmission technology department.Besides, this paper introduces Hoerbiger company auto synchronizer development projects, organization structure and risk management measures. Next, according to previous analysis the isk sources of auto synchronizer project is found, as well as all of the risks which will make bad influence. Based on the characteristics of auto spare parts industry, in the full analysis of Hoerbigerr company’s actual situation and the project properties, this paper mainly through the expert group brainstorming, combining with literature review, and enterprise’s empirical data, preliminary divides the risk into six primary factors and 23 secondary index, in order to form a clear hierarchy, open, dynamic risk assessment index system. At the end of this paper, the author give an specific case to get the numerical output, and issue some specific risk solutions.
