With the rapid development of the national economy and advances in science and technology, the new design concept,the new architecture, new materials, new building components and parts new construction machinery and equipment is emerging,construction technology continuous continues to improve. The quality of the living environment has been greatly improved,the overall quality of housing construction continues to rise. The significant quality defects which can affect residential construction safety,such as uneven ground subsidence has been gradually reduced, but the quality defects affecting residential perception and durability, such as plaster layer hollowing,cracking caused by leakage,often become the main complaints of property owners and hot topics. A survey focus of real estate network show: Building quality problems have become the most unsatisfactory factor in the real estate market instead of housing price. How to make quality management activities become rule-based, thus effectively reduce the common quality defects and rework,has become a urgent problem of construction engineering.This article is based on the owner,from the meso level,based on relevant theoretical basis of standardized quality management,using literature review,field research methods,conducted in-depth study on quality management standardization of owners. First,sort out the standardization and quality management standardization concept,describes the issues related to the theoretical basis of management standardization and owners of quality management; then through static and dynamic interface interface,namely quality documents and stakeholders as a platform,use the idea of PDCA cycle,build a owner quality management standardized system;Highlights the main responsibilities of the various stages of the construction process and the quality of the activities of the various participants; Finally,the key parts of common quality problems and affecting factors of residential project quality defects are identified through the questionnaire survey, and make theoretical basis for the implementation of the owner quality management standardization system.
