| As the 18 th Chinese communist party congress has clearly put forward the requirement of ecological civilization construction, green ecology has become and will always be the eternal theme of development in our country. At present, China’s green building has achieved rapid growth and already entered the implementation stage. Several cities, such as Beijing, Jiangsu and some other cities, have been requiring all the new buildings to meet the green building standards. However, as most of the prevailing green buildings emphasis on design instead of the construction and operation, it is difficult to guarantee the effect of energy saving and emission reduction of green buildings in their whole life cycle. Especially for green construction, although our country has already introduced the relevant standards, the implementation is not ideal. Mostly because the relevant standards and the practical condition is not closely linked, some standards are too low, and the evaluating methods are still not unified. Based on the practical situation and combined with the evaluation system, evaluation method and evaluation factors of green construction, this standard has established an evaluation framework with clear subject of responsibility, subprojects implemented in batches according to the progress of project, and specific evaluation elements and evaluation indexes. By using AHP and fuzzy comprehensive evaluation, we established the weighting scoring method with grading, general and selection elements to ensure the basic principles of green construction and the flexibility according to different projects. Each evaluation element is selected on the basis of implementation of water saving, energy saving, material saving and environmental protection requirements of green construction, according to the ‘systematic, scientific, forward-looking and operability’ principle, covering resources saving, environmental protection and occupation health and other activities of the entire process of green building construction and with the reduction in carbon dioxide emissions indicators included into the evaluation system. Combined with the current situation of the development of the construction industry and the mandatory requirements to ensure the interests of the whole society, this standard advocates the development of construction enterprise, the progress of science and technology and energy saving and emission reduction and provides an important basis for green construction assessment and management. |
