The highway subgrade engineering construction is under the condition of complex natural environment, and multi-party participation, it takes long time, difficult, more ancillary facilities in the entire road construction, so it lead to more risk factors existing in the subgrade engineering construction process, once these risk factors "ripe" is probably to bring huge losses. The happening of project risk can effectively reduced or avoided under the condition that the subgrade engineering risks are managed well, to ensure the project plan can be implemented smoothly, so in construction of the roadbed engineering risk management is very important.First, this Article combining with the actual situation of highway subgrade construction, according to the different sources of risk, subgrade engineering risk was distributed into four general categories: natural and environmental risk, construction risk, prospective and design risk, equipment and material risk. And the process of subgrade engineering risk management was deeply investigated, subgrade engineering risk management covers risk identification, estimation, evaluation, response and monitoring etc.Secondly, this article conducted in-depth research for risk assessment methods. Based on the complexity and uncertainty of the highway subgrade construction process, using the Analytic Hierarchy Process, Fuzzy Comprehensive Assessment and Risk Matrix, the multi-level fuzzy risk matrix evaluation model is established. With the improved analytic hierarchy process(IAHP)to determine the proportion of each risk factor. The Value at Risk(VaR) was developed based on the Risk Matrix, to determine the risk level. Multiply the value at risk and proportion of various factors together sum comprehensive value risk.And then, according to the value at risk and nature of risk to develop risk response measures, and conduct risk monitoring For the the measures taken to implement effect. Risk monitor is a dynamic, cyclic, uninterrupted process, This paper presents a dynamic risk monitoring system of the roadbed construction project. The article use risk histogram to monitor risk.Finally, this article make Guizhou AZ highway as an example, combined with the instability risk of flooding subgrade, expounded the project risk management process. Using multi-level fuzzy risk matrix evaluation model,can effectively identify and analyze the risk factors for the instability risk of flooding subgrade, establishing a risk evaluation index system, better qualitatively and quantitatively analyze the risk factors, and according to the evaluation results presented reasonable risk strategies.
