Since entering the new century,with the all-round development of China’s social economy,the civil aviation transportation industry has entered an expanding stage of development.With the liberalization of the international airspace control policy,more and more foreign airlines have entered China’s aviation industry.The comprehensive strength of foreign mainstream airlines is generally greater than that of domestic airlines.The global layout of such airlines has greatly squeezed the development space of domestic airlines.For this reason,the Civil Aviation Administration of China has paid close attention to the safety management level and vigorously strengthened the comprehensive strength of domestic civil aviation enterprises,In the mid-term evaluation report of the 13 th five year plan for Civil Aviation Development released in2019,it was shown that the major accident rate per million hours and the death toll per100 million passenger kilometers of transport aviation were both "zero",and the ten-year rolling value of the major accident rate per million hours of transport aviation was 0.015.The industry’s safety level was firmly in the forefront of the world.Civil aviation of China has made remarkable achievements and fully launched the preparation of the 14 th five year plan.In preparation for the big show,the COVID-19 epidemic suddenly broke out in 2020,the virus ravaged the world,and the globalized world suddenly came to a standstill,interrupting the previous prosperity and contacts.In view of the speed of infection of COVID-19 virus,the countries and regions affected by the epidemic,the number of infected patients,the decline in passenger demand and the continuous introduction of travel restrictions by governments around the world,the COVID-19 epidemic has brought an unprecedented impact on the global civil aviation industry,which is affected by many adverse factors,such as the reduction of population mobility,the continuous decline of order volume,the grounding of flights,the reduction of routes,and the layoffs of the company,as well as the daily maintenance and repair of aircraft,As well as the increase in safety management expenses,many old civil aviation enterprises in the world went bankrupt and reorganized.In China,the operational risk has changed from the conventional operational risk to the risk of epidemic prevention and control.Under this special background,the Civil Aviation Administration of China has also urgently adjusted its operational policies to deal with this crisis.The coexistence of daily safety and epidemic prevention supervision has become the feature of the normalized management of the epidemic.At present,before the COVID-19 virus is generally cured,there is no sign of China liberalizing epidemic prevention and control.During this period,the CAAC issued a series of policies related to the operation of international routes,which not only related to the form of domestic epidemic prevention and control,but also implied the strength of Chinese civil aviation enterprises to make a comeback in the international aviation market.From the perspective of the policy issuer of the Civil Aviation Administration,the author analyzes the relevance and mechanism of the policies issued by the Civil Aviation Administration on the operation of international routes and the public health emergency of COVID-19 from the perspective of the policy issuer of the Civil Aviation Administration by collecting the information about the beginning of the COVID-19 epidemic and the policies issued by the Civil Aviation Administration of China on the operation of international routes,as well as a large number of unsafe events and epidemic prevention and control events during the operation of international routes,And based on the actual results,analyze how to restore the competitiveness of CAAC in the international industry after the end of the epidemic.First,a longitudinal comparative analysis was conducted on the actual situation of international airline policies during the SARS period and the COVID-19 epidemic period,and a horizontal comparative analysis was conducted on the relevant policies and data released by the aviation industry of China and the United States during the epidemic period;Then,guided by the theory of gradualism,it combs and seeks for the basic laws of the policy introduction,finds the internal logic of the development of such policies,and derives a new effectiveness theory,namely,the theory of multi-source flow,based on the limitations and irrationality of the theory of gradualism.Finally,from the three perspectives in the multi-source flow theory,the paper summarizes and interprets how the attention of policy makers is distributed,how the policy window forms and affects policy formulation,and how the methods of finding problems and seeking solutions to problems are formed and their functions during the policy promulgation of CAAC during the epidemic situation.At the end of the article,based on the current security situation and the anticipated opportunities in the future industry development,the policy window is opened.After the integration of domestic and international policy implementation,more advanced policy theories are taken as the outline to plan the policy recommendations that I think are feasible.In the process of analysis,this paper will focus on the four stages of "emergency containment stage of sudden epidemic","exploration stage of normalized prevention and control","dynamic zeroing" stage of full chain precise prevention and control "and"scientific precision and dynamic zeroing "of comprehensive prevention and control divided by the Civil Aviation Administration of China according to the joint prevention and control mechanism of the State Council since the emergence of the COVID-19 epidemic,The Civil Aviation Administration has issued policies related to the operation of international routes to study the effectiveness of epidemic prevention and control and the operation and development of the industry,to verify the security loopholes in the implementation process of the policies based on the actual civil aviation related events,to take the hidden dangers of "icebergs" found in the regulatory level as the breakthrough point,based on the original gradual policy of civil aviation,through the limitations and irrationality in the gradual theory,A newer and more comprehensive policy analysis theory is deduced,that is,multi source flow theory.Based on this,the paper analyzes the mechanism of policy revision corresponding to the policy window,takes the core political source as the core of policy formulation from the perspective of problems,policies and political sources,and puts forward policy recommendations for more targeted civil aviation policies to deal with public health emergencies,and for building a civil aviation policy mechanism to deal with public health emergencies,In view of the problems arising from the policies at each epidemic stage,this paper proposes how to macro-control the operation policy of stable development of industrial safety production,how to adhere to the industrial supervision policy with the purpose of people’s life safety,how to accelerate the industrial development policy of recovering and occupying the international market share,and gives specific policy recommendations that should be issued under the current situation and the principles that should be followed.
