Study On The Rural Construction Planning And Evaluation In Jilin Province

With the deepening of the urbanization, the urbanization in our country hasreached the important period from the local to the thorough transformation. On March16,2014, the Central Committee of the Communist Party of China issued 《thenational new urbanization planning (2014-2020)》as comprehensive developmentguidelines of urbanization in the new period. However, the rural urbanization is thecore of the new-type urbanization, and there is a huge potential for the village waitingfor digging. The resulting rural construction and development has attracted greatattention of scholars from all walks of life. A series of problems that are How to seektheir own characteristics in rural construction and development, avoid the "thousandvillage side”, how to make the rural construction be the beautiful countryside full ofthe taste of "homesickness” to lock up people’s memory and make the rural have thesame attraction to the city, etc, are the important subjects that many scholars face to.Based on this background, the author has a study on the rural construction planningand evaluation in Jilin Province.As a big agriculture province in the less developed areas, the agriculturalpopulation of Jilin Province accounts for46.3%of the province’s population, and therural construction is both the opportunity and the challenge. Since2006new ruralconstruction put forward, across the country Jilin Province first pushes out the《JilinProvince village planning technical guidance (trial) Jijian Cun10(2006)》, whichhas a guidance to the new rural planning of Jilin Province. Jilin rural constructiongoes through the periods of well-off village, new countryside and promoting village,which makes great achievements, but there are also problems to be solved. It is urgentthat how to efficiently and properly handle in new rural construction boom and allaspects of supervision and management to the rural construction all the time. In theaspect of rural construction planning and evaluation Jilin Province is still in itsinfancy, then it is imminent to establish effective evaluation index system of rural construction planning aiming at the problems of Jilin rural construction andcombining with the situation.The study of Jilin rural construction planning evaluation in this paper is dividedinto four parts. The first part, from the background it combs rural constructiondevelopment process, and summarize the influence factors of rural constructiondevelopment; the second part, this paper defines the research scope and explains therelated terms, at the same time determines the research method and evaluates Jilinrural construction by the way of building the evaluation index system on the basis ofsummarizing the predecessors’ research; The third part, through on-the-spot surveythis paper finds and sums up the problems of Jilin rural construction and puts forwardthe countermeasures. Then it constructs planning evaluation index system of Jilinrural construction and uses the AHP analytic hierarchy process to quantify the indexsystem for processing combined with the Jilin Province situation. And this paperselects six different types of typical villages of three areas in the eastern, central andwestern regions of Jilin Province; The fourth part, in order to prevent the subjectiveselection this paper chooses another three villages by the way of the contrast toexample and verify the evaluation result, then verifies the effectiveness of theevaluation method and evaluation index system.Through the study on the rural construction planning and evaluation in JilinProvince, the aim is to use the full representative index to evaluate the Jilin ruralconstruction situation, and make the decision makers understand and grasp the basicsituation of the current rural construction, so as to provide the basis for making theright decisions, at the same time, strengthen the rationality and the operability of thevillage planning.
