Study On The Evaluation Index System Of Municipal Territorial Space Planning In Yunnan Province

National territory spatial planning is an important policy tool for coordinating the protection and development of national land and space and promoting coordinated development.In the process of informatization and digitalization of spatial planning reform,establishing a planning implementation supervision and evaluation mechanism is an important goal of planning reform.Planning evaluation indicators,as an important tool for the implementation and evaluation of territorial and spatial planning and the object of dynamic monitoring,are the core of the establishment of the entire mechanism.This article starts with the management and control objectives of territorial and spatial planning,analyzes the evaluation points of municipal territorial and spatial planning,and studies and constructs a municipal territorial and spatial planning evaluation index system.This article first summarizes the three research theories of domestic and foreign spatial planning,index system and planning evaluation,sorts out the contents of five current planning indicators in my country,analyzes the current status of evaluation work for spatial planning,and uses this as the research basis for the construction of the entire planning evaluation index system..Furthermore,based on the national "five-level and three-category" territorial space planning system,the main points of municipal spatial planning evaluation were analyzed and studied,and the ideas for constructing planning evaluation indicators were obtained.Based on this idea,a city-level planning evaluation indicator system is built that runs through the whole process of the "status planning evaluation + implementation evaluation" planning,and the indicator system is transmitted vertically and horizontally and the indicator dynamic monitoring system is proposed.Finally,take Pu’er City,Yunnan Province as the research area,carry out related explorations on the construction of the basic evaluation of land space and city-level planning evaluation index system,analyze the implementation of its current spatial planning,and build a planning evaluation index system tailored to local conditions based on the regional characteristics.
