Research On The Performance Of Rural Highway Construction Project

It is widely appreciated that the rural economy has always been the emphasis and difficulty for the development of China,among which the rural highway is of great importance.In fact,rural highway as the public infrastructure,is the key node to connect urban and rural economy.Due to the wide range,large amount of capital investment and demand of rural construction,it is necessary to construct a set of evaluation index system to evaluate the performance of rural highway construction project.In this regard,the decision makers can understand the benefits and effects of construction,and adopt targeted measures to guide and promote comprehensively development of rural roads.Firstly,this paper compares the implementation plan of domestic and foreign performance evaluation,and combines the sustainable development theory to put forward the basic framework of the performance evaluation of rural highway construction project.Secondly,by comparing the advantages and disadvantages of the traditional performance evaluation of construction project,this paper attempts to develop an index system based on the method of values-goals-objectives-indicators,the project site investigation,the main problems of rural highway construction and related suggests of experts.Thirdly,on the basis of the existing performance evaluation method,this study establishes a fuzzy comprehensive evaluation method for rural highway performance.Finally,by adopting the combination of quantitative and qualitative research methods,the rural highway construction projects of Changshou District 2015 is used for empirical analysis.According to the result of the project performance evaluation,some targeted measures are suggested to improve the quality and efficiency.The main conclusions of this study are as follows:(1)the performance evaluation framework of rural highway construction project in China should consist of the cost management,engineering construction quality,construction effect,ecological environment and social economic benefits;(2)based on the above five dimensions,this paper constructs a performance evaluation index system for rural road projects with 23 specific indicators;(3)the performance evaluation result of the rural highway construction project Changshou District 2015 is good,which is consistent with the actual situation of this project,and proves that the index system constructed in this paper has good guiding significance and practicability.
