| Aiming at the current situation of rural road construction in China and based on the related theory of post-evalution, the characteristics of rural road post-evalution are discussed. The range and the features of rural road and the connotation of rual road construction post-evalution are defined. The differences of post-evalution between rural road construction and highway construction are also analyzed. The evalution index systems of rural road construction post-evalution are set up from four aspects which are the process post-evalution of rural road construction, the post-evalution of social and economic impacts, the post-evalution of environmental impacts and the post-evalution of taget sustainability. The Principal Component Analysis is used to choose index in building the index system for process post-evalution of rural road construction. The evalution index system of the post-evalution for social and economic impacts and the calculation of each index are presented on the mechanism of social and economic effects. The logic thought of value-object-aim-index(standard) is used to build the post-evalution index system for environmental impacts and the calculation of each index is presented. The Logical Framework Approach(LFA) is used from the phases of macroeconomic objective, aim, output and input of the construction to build the evalution index system for the post-evalution of taget sustainability.The Analytical Hierarchy Process(AHP), the Success Appraisal Method(SAM), the Multi-level Fuzzy Comprehensive. Evalation(MFCE) and the Grey Cognate Analysis(GCA) are used to build the evalution index model for the post-evaluation of rural road construction in this paper. Based on the model and the calculation procedures, the software system for the post-evaluation is developed using Visual C++ 2008. Finally, the system is applied to a rural road in Chifeng city of the Inner Mongolia province and a set of rural roads in Qidong city of the Jiangsu province respectively.
