Performance Evaluation And Strategy Research Of Beautiful Rural Construction From The Perspective Of Rural Revitalization Strategy

Since the fifth plenary session of the 16th CPC central committee put forward the policy of "beautiful village",the construction of beautiful village and characteristic town has become a scientific approach to coordinate the development of urban and rural areas and optimize the transformation of rural economic structure.The 19th CPC national congress in 2017 put forward the implementation of the "rural revitalization strategy",which takes the overall outline of building a 20-character modern countryside with prosperous industries,ecological livable environment,civilized local customs,effective governance and affluent life as a great encouragement for the all-round development of rural construction.The central no.1 document 2018 will further promote rural construction and open up the first year of a prosperous era for rural development.Throughout the rural construction supported by domestic policies,the overall environmental outlook has been generally improved under the input of multiple resources,but the development has not achieved the actual results expected by the rural revitalization strategy.The dual gap between urban and rural areas,the low efficiency of the added value of farmers,the appearance of hollow villages and towns,the fault of the cultural context and other fields of problems still exist.Under the background of today’s urban and rural,rural construction needs a kind of can "feedback,assessment,annd guide the auxiliary form,with the current situation of the development of information to achieve rural construction effectiveness assessment of the timeliness,accuracy,targeted solution to the problem of the present development and contradiction thereby,adjust measures to local conditions to adjust the next stage of rural construction decision-making,science as a whole in order to enhance the sustainability of rural construction.First of all,starting from the various disciplines of rural development,the research focuses on the analysis and method summary of the multi-dimensional studies of rural geography,economics,sociology,politics and planning.Combined with the typical case analysis of rural construction in foreign countries,the research explores the perspective dimension of the guidance of rural construction in the background of each stage.At the same time,the domestic rural evaluation system was extensively studied to study its construction framework,factors,indicators and model operation.In comprehensive consideration of country revitalization strategy,beautiful rural construction development expectation,this article from the villagers,industry,environment,culture and four dimensions,using AHP and FCE is given priority to build a beautiful rural construction achievements evaluation system,policies and regulations and local literature in different level of target range.Subsequently,the research project of this paper takes shuanglin town,nanxun district,huzhou city as the evaluation research master,screens the administrative villages located in the beautiful village construction of xunchao,builds the evaluation system of rural construction effect,and conducts research and analysis on houba village and qixingqiao village within the town.Through data acquisition,quantitative evaluation and comparative analysis,the multi-dimensional coupling compatible rural development model is mined.At the same time,to test the applicability and feasibility of the evaluation system,to contribute to the evaluation theory of rural construction,in order to open up an objective and visible,scientific and sustainable rural revitalization construction mode.
