Study On Informatization Implementation Strategy Of Infrastructure Projects Management In Colleges And Universities

Informatization management of infrastructure projects in colleges and universities does not have its unique pattern; it is a kind of information processing of its original mode. This thesis aimed to figure out how to carry out the information management mode of infrastructure projects management in colleges and universities instead of creating a new one.Informatization of infrastructure projects management is a major issue for colleges and universities as well as developed synchronously with the informatization of the construction industrial and globalization. It has a revolutionary effect on the aspects of standardization and refinement management, management efficiency improvement of infrastructure projects in colleges and universities. The infrastructure projects is growing as the enlargement of the scale of colleges and universities which makes the infrastructure management department had to taken more responsibilities and add more investment of manpower, material resources and financial resources during the management. It is an important way to reduce costs and improve efficiency for these infrastructure projects by choosing a proper informatization management mode according to the difference of the projects.At present, informatization management of infrastructure projects in colleges and universities is restricted by many problems. The main problems as followed:investment insufficiency, financing channel narrow, investment efficiency low and investment structure irrational etc.. Three kinds of informatization management mode has been designed for infrastructure projects management according to these problems such as the supervision and management mode on cost control, the supervision and management mode on quality control and the supervision and management mode on schedule control. These patterns has certain pertinence, which mainly been designed for vocational colleges in Hunan province, for the universality of various universities in other provinces and even the universities in Hunan is not be convinced yet. At the same time, the generalization of these modes were not representative of all the modes, different modes can be generated from different angle.Western countries starts early in the field of engineering project management, especially owned some obvious advantages of the corresponding management theory, it has developed to a mature stage at present. Among them there are some traditional, early management modes:D-B, CM, EPC, PMC, BOT, Partnering, Project Controlling, NC and so on.Informationization of engineering project management in China began in the1950s, the earliest study of project management system also started relatively late in the industry. In1981, Lubuge hydropower station was constructed in China through international bidding with the loan from the World Bank that was the earliest engineering project which adopted informatization management. The informatization management mode in China mainly include D-B, EPC, PMC, BOT and project general contracting mode, etc. Syncing with the pace of China’s reform and opening up, a dramatic change appeared in the informatization management of engineering project. Today, the usage of information technology has penetrated the whole engineering project management industry, playing a positive role in improving the level of project management in China.There are several problems should be concerned and solved for the informatization management of infrastructure projects in colleges and universities. At first, a common framework need to be applied to fit various modes of management; secondly, the fruitful results should be taken as the starting point; thirdly, the problem of surroundings should be solved at the same time, which makes the informatization work has the characteristics of comprehensiveness, normalization, verifiability and maximum openness and so on.The Choice of the informatization management mode of infrastructure projects was influenced by many factors as the effects on target, participants and other aspects are the three main ones. These three main factors naturally covered the impact of ten aspects: investment volume, construction period and quality, administrative authorities, the contractor, supervision engineer, information management level of colleges and universities, contract, project size and regional characteristic. Different situations exist in different colleges and universities. It makes the degree of influence of informatization management caused by various factors are also different.The information management mode was applied on the project of student’s complex apartment of Hunan Vocational College of Modern Logistics. All kinds of information were classified strictly and be put in the information management system through various channels. Obvious results have been achieved such as the construction period was greatly shortened, information was known by more people, management was perfected and the quality of the project was more secured.There is obvious improvement by using information management mode on infrastructure projects in colleges and universities. But the final effects of the mode not only depends on its advantages itself but also associated with the joint efforts of the staff in the infrastructure management department of colleges and universities. It is important to have a good management mode as well as to have a group of loyal executor. Mode is important, but how to perform the mode in practice accurately and effectively is more important than the mode itself.
