Research On The Whole Process Tracking Audit Of Capital Construction Projects In Colleges And Universities

This research is based on cost control and immunologic system theories which built run modes to follow-up audit during the whole parts of college infrastructure and put more auditors in the key steps. By using follow-up audit can achieve the goal more effectively. Its importance lies in the effective running modes on the completion of college infrastructure from decision to deliver economic activities which in each stage of review, monitoring and evaluation. It aimed at those projects are hard to find that may control the cost. In order to control costs that can avoided the leaders of college to use their power rent-seeking. This must be disrupting college infrastructure in an orderly manner.My analysis was motivation of rent-seeking between the owner and contractor. Because due to economically rational always hopes the maximize interests of themselves. If there is no way to limit their behaviors that can effective of cost control and also can avoid rent-seeking. The run modes may takes more economic benefits.This infrastructure in the whole process in divided into design, invitation for bid, construction and final acceptance of construction. And according to different parts of infrastructure run modes. By the case of A vocational school to run those modes that really can saving cost and avoiding rent-seeking. This study well to avoid the limitations of the original follow-up audit and used a real case for verification, has a good reference value.
