The Cost Management Of The Construction Projects In Minority Colleges And Universities

Minority higher education is an important part in the course of the development of higher education in China.The construction of colleges and universities in minority areas is an important work,which provides the basis for the development of teaching and research.Therefore it is important in the development of the whole college or university.However the construction projects in minority colleges and universities are different from other projects in that the cost-control personnel are formed temporarily.As a result,they lack the experience in cost controlling,and they do not have sufficient beforehand proofing or scientific decision making.Some of them even fail in monitoring in the process of the whole project.So it turns out that it is unable to reach the expected cost.In order to effectively control the construction investment,reasonably reducing the project cost is an important issue waiting to be solved in minority colleges and universities.Based on the related theories of cost management and control of construction projects,the author analyzes the cost management and measures of the whole process of the construction projects by investigating the current situation in those minority colleges and universities,especially taking one teaching building from one university in minority area as a case study.First,the concepts in construction projects are expounded and the related features are mentioned to analyze the content,rational,approach and control procedures in the early stage of cost management;then,by means of data collection and field investigation,the factors affecting the cost control are listed out.Finally,a systematic analysis is given to the cost control contents and the cost control measures in various stages,such as project investment decision-making,designing,bidding,constructing and completing,by means of analyzing the project features and cost management characteristics of the case teaching building in the minority university.The main conclusions are as follows: first,the decision-making stage and thedesign stage in the whole process of the construction project of minority colleges and universities have the greatest impact on the project cost,which is the focus of the project cost control.Second,the mode of “emphasizing the afterwards and the middle,unnoticing the beforehand” dominates the current whole process of cost management and control of construction projects in minority colleges and universities,which leaves risks to the project cost management and audit.Third,the medium-term and long-term investment planning in the decision-making for construction projects in the minority colleges and universities should be done well.In the designing stage,value engineering theory can be used to select the most reasonable program;in the bidding stage,the pricing mode of bills of quantities can be implemented in order to give full play to the ability of enterprises to quote independently,and the comprehensive evaluation method can be adopted to evaluate bids;finally,audit procedure of the“three-level audit” system should be normalized in the completion stage.
