| Project construction is a key link of highway building. Scientifically evaluating the performance situation, then clarifying the reality and improving, has a great significance to improve the competitiveness of enterprises and achieve sustainable development.Firstly, the related theories of performance evaluation of construction were summarized. The connotation, concept of and formation mechanism of construction performance were expounded. The performance appraisal target explicated too. The main methods of performance management were described, containing:the Management by Objectives method, the Key Performance Indicators method, the Balanced Score Card method, AHP, Fuzzy Comprehensive Evaluation method, the Gray Correlation Analysis method, the Data Envelopment Analysis method. The process of performance appraisal was also given in this paper.Then, the performance evaluation system of highway construction was studied. The impact factors of construction performance, and principles to select the performance indicator system were analyzed. The primary performance indicators were choosing from the literatures, terms of the contract transformation, discussion and questionnaire survey. The construction performance evaluation system is consisting of 3 stage indicators by the input, process, and output. Each stage includes three dimensions that are cost, quality, and schedule. Each dimension is decomposed into several concrete indexes. Through the questionnaire survey, excluding some non-important indexes, the performance evaluation index system of highway construction was built. Besides, the weight distribution problem of the key performance indicators was studied based on AHP.Finally, a case analysis was given. Appling the constructed performance system and AHP weights, the performance index application and comprehensive evaluation of sub divisional project were implemented, taking XFLJ-13 section of Xing-Fen highway as example. |
