Study On Performance Evaluation System Of Highway PPP Project

As an important part of transportation hub,expressway is playing an increasingly important role in the development of national economy.However,due to the high cost per kilometer of expressway and long cost recovery cycle,the government is under great financial pressure.However,with the introduction and rapid development of PPP model,it has solved the urgent need for the government.At present,due to the immature legal norms related to PPP mode,many problems are exposed in the process of cooperation.Therefore,it is of great significance to carry out comprehensive,scientific and effective performance evaluation for highway PPP project.Firstly,this paper identified 34 performance evaluation indicators of PPP projects of expressways through reading PPP related literature,expert interviews,questionnaires and other forms,and then combined the characteristics of PPP model and expressway projects with the needs of performance evaluation.Secondly,the TOPSIS analysis method was used to select and optimize the performance indicators,and finally 6 first-level indicators and 33second-level indicators were determined,and the performance evaluation index system of highway PPP project was established.However,as the index system is mostly qualitative index,the final decision is to use analytic hierarchy process to calculate the weight of the index.Thirdly by combing and comparing the advantages and disadvantages of several common evaluation methods and their applicability,ahp and fuzzy comprehensive evaluation method are combined to form the performance evaluation system model of highway PPP project.Finally,10 experts were invited to grade the performance evaluation of xingyan high-speed PPP project,and the model was applied and practiced.The results showed that the overall excellent level of the project reached 78%,which was in line with the current situation of the project,and further verified the practicability,feasibility,rationality and effectiveness of the performance evaluation model.At the end of the paper,some Suggestions are put forward according to the problems exposed by the evaluation results.To sum up,this paper establishes the performance evaluation model of highway PPP project,which provides reasonable Suggestions for the performance evaluation of subsequent projects and has certain reference value.
