Research On Performance Evaluation Of Rural Highway Construction Project In J Province

Western developed countries,such as Europe and America,attach great importance to performance evaluation and take it as a means to improve capital efficiency.In the process of implementing performance management,it has better promoted the construction of efficient and service-oriented government.In recent years,China has gradually attached importance to performance management.The revised budget law has been implemented since January 1,2015,and the concept of performance has been written into the regulations.The report of the 19 th CPC national congress pointed out that performance management should be implemented comprehensively.In 2018,the CPC central committee and the state council issued opinions on the full implementation of budget performance management,which is regarded as an important means to improve government governance capacity and promote governance modernization.Rural highway is an important area of public financial input,which is of great significance to the economic and social development of rural areas.It is also an important public product to promote rural revitalization and improve the travel quality of the masses.The study on the performance evaluation of rural highway construction projects is of positive significance for improving the benefits of rural highway construction projects and facilitating the high-quality development of rural highways.This paper mainly adopts the research method of combining theory with practice to carry out performance evaluation research on rural roads in J province.First of all,I have read a lot of literature and sorted out the research results of laws and regulations related to performance evaluation,performance evaluation methods,performance index Settings and other aspects at home and abroad.Secondly,it introduces the concept and theory of rural highway construction project and performance evaluation.Combined with the actual situation,the performance evaluation status of rural highway construction project in J province is analyzed from many aspects.By using comparative analysis,mathematical analysis and other research methods,this paper deeply analyzes the problems existing in the performance evaluation of rural highway construction in J province.Combining with the actual situation of J province,this paper puts forward some Suggestions to improve the performance evaluation level of rural highway project construction in J province.This paper closely combines with the actual situation of J province,hoping to provide some reference for promoting the performance evaluation of rural highway construction projects in J province.
