The implementation of the Agent system can fundamentally improve thetraditional government investment construction projects "investment, construction,supervision, operation" quaternity management mode, avoid corruption breeding, improvethe investment benefit.The paper based on the comprehensive analysis and research of highway constructionprojects at home and abroad on the basis of the model of organizational system, through theanalysis of different system, contrastive analyzed the various Agent system modes offoreign; Then from the nature of the agent units, enterprises seek mode, management modeand agent type four aspects compares the advantages and disadvantages of domesticmultiple agent mode.In view of the agent mode blank that the design unit as agent unit to participateconstruction project, from the early stage of the project management control, progresscontrol, quality control, cost control four aspects analyzes the design units to participate inthe construction of the concrete practice, then further analysis the advantages of the designunits participate in the construction in each phase of the project.Based on the analysis of the practical significance of performance evaluation,combined with practical engineering to establish a set of evaluation of performanceappraisal index, using the analytic hierarchy process (ahp) to calibration each evaluationindex weight, the Agent unit performance evaluation method and the organizeimplementation plan is given, formed a complete performance evaluation system.Finally by Tuokexun to WuLaSiTai highway construction project as an example, inpractice further analysis of the design unit’s advantage to participate in the construction inproject design, schedule, quality, cost four sorts, assess the scores of the performance of theAgent units.
