Under the influence of international oil prices, Chinese ship industry affected by the change of domestic diesel prices in recent years. Particularly for motorized fishing vessels, the changing costs bring the pressure to fishermen and shipping companies. And it’s a serious impediment to the development of fishery. To encourage the development of fishery, the state engaged give oil subsidies to legal maneuvering motor fishing boats. But it has defect that we can not to implement the subsidy based on the actual operation of fishing vessels in the process of implementation. At the same time, as the Beidou satellite can provide short message service, I innovative proposed to use Beidou satellite navigation system to monitor fuel consumption fishing boats。The short messages sent to ground control center contain ship fuel consumptions, locations and other mechanical data, ground control center manage boats by reviewing the data of the ship to estimate each situation. The system not only meets the needs of monitoring ship fuel consumption, ensure the safety of fishing vessels, but also improve the technical level of fishing management.Combining the situation, the paper gave the analysis of the factors affecting fuel consumption of ships and taking into account the feasibility of energy consumption data acquisition, numerical accuracy and economy. Comparing two ways of getting fuel, thesis takes the way that installing a fuel gauge collected host engine fuel directly and collected the associated energy consumption data aided to analyse and evaluate ship fuel consumption. Based on energy consumption data collection, established message formats and communication protocols。Then conver the collection of ship information in accordance with a packet protocol and sent the data to center by the Beidou satellite. Design server-side data analysis program that will parse the data into the database. At the end, design the ship fuel management system according to the actual needs of the users.By researching the project, I had designed a ship fuel management system based on Beidou satellite.It provides a new way to make up for Beidou satellite use in marinate area. And changing vessel monitoring system can only monitor geographic information. This article is designed for fishing vessel monitoring and management system.It has strong portability and can be applied to domestic transportation if it extended type of large vessels. Using of the ship management systems can be more effectively control operating conditions, improving management efficiency. It has a beauty future.
