Electric power communication network provides business support for power dispatching, production, operation, marketing, enterprise management, and so on. Especially in recent years, as the information of power grid security control system is transferred, electric power communication network is becoming more and more important. However, the traditional equipment management model has been unable to adapt to the rapid development of electric power communication networks. Therefore it has become very urgent to research and explore a new management mode, based on comprehensive consideration of security, environment, benefit and other factors, so as to improve the reliability and economics of communication equipment. The research on the life cycle cost control of communication equipment would provide the basis for measuring the rationality and feasibility of the program in initial stage. It would also control the cost of equipment in the life cycle, enhance the efficiency of the operational communication equipment asset still further and improve the management benefits of communication equipment.This paper introduces the principle, the development status and some applications of life cycle cost (LCC) management and value engineering at home and abroad. And it also discusses the significance of developing LCC and value engineering research and application. With the research of comprehensive management of communication equipment in Longyan Electric Power Bureau, the paper briefly introduces the basic management mode of communication equipment and major components of life cycle cost management. Combined with the characteristics and expenditure of communication equipment at each stage, using the idea and method of life cycle cost management, the paper decomposes the cost structure during the four stages (study and design stage, construction and installation stage, operation and maintenance stage, disposal and recycle stage) in detail by referring to some cost parameters. The writer also analyzes the components and the features of communication equipment using life cycle cost management ideas and methods, determines the model and the method of LCC cost estimation of communication equipment, and studies the influencing factors of sensitivity. Then it introduces the application of value engineering in each stage of LCC and explains the relationship between the function realization and the cost control of communication equipment using the value engineering technology. With the goal of lowest cost, best function, optimal efficiency, the paper tries to give out some suggestions for communication equipment management according to LCC management technology and value engineering analysis.Then taking the expansion construction program of core transport network in Longyan area as an example, using LCC analysis and estimation methods such as engineering method and present value method etc., this paper estimates the cost of different schemes at each stage, decomposes the cost structure of LCC, and analyzes the impacting factors of each scheme. At last the paper gets the best scheme based on the comprehensive consideration of value engineering analysis and LCC management.
