The study analyzes the elements of cost management on power grid construction that considering the present stage theory. It also researches the substation project from the perspective of entire life-cycle management. In general, the study introduces the essential theory about the control of progress, quality, contract and information. By researching the example of substation projects, study put forward the optimization scheme to make the optimal solution.First, the study analyzes the background and research significance. Summarizing the development history and estimating trends of cost management in power engineering. Then the paper introduces the research content and thought, In addition, it states the method and range of the study.Secondly, the study introduces the theory of life-circle and analyzes the substation management on the base of LCC. Then paper makes the demonstration to the actual construction project from the project management. Introducing the functional index system and calculating the entire life-cycle management cost that considering the influence of present value.Thirdly, the study makes the substation project in Tongliao as an example for empirical research. According the theory of the project cost management, the study analyzes (he substation project and states application which combines the plan, security and information. Then the paper selects preferred embodiment from function and cost. Discussing the measure in substation management and putting forward proposals. Finally, the study summarizes the result. In summary, the study researches the cost management on power grid construction by using normative method and chart analysis. According to the results, the corresponding proposals on the cost management are putting forward.
