Assessment Study On Implementation Of General Planning Of Beijing Tongzhou New City

Urban planning implementation assessment is a very important part ofthe urban planning system. The assessment can clearly recognize the role ofurban planning, form the core values of urban planning and popularize thepublic awareness on urban planning. At present, China has developed therelevant laws and regulations about urban planning assessment. The expertshave also done a series of research and explored the relevant assessmentmethods. However, due to the limit of conditions, it still cannot carry out acomprehensive and effective planning assessment. This paper attempts tostudy the implementation assessment of general planning about Tongzhou, tocreate a kind of method that meets Tongzhou new city’s local conditions andcan carry out a comprehensive and effective assessment of general planning.Then, this method will be applied to the assessment of the general plan ofother new cities of Beijing，also can provide experience for general planningassessment of satellite cities of metropolis. A series of relevant theory andpractice about domestic and international planning assessment have beenstudied in this paper. Before carrying out general planning implementationassessment work effectively, the value of planning evaluation system shouldbe first determined to be in line with common value orientation and socialinterests of the community. Second, we must determine the evaluation focus.General planning implementing should reflect the properties of the publicpolicies, implementation of urban physical space, the city’s sustainabledevelopment and also enhance implementation mechanisms analysis. Theimplementation assessment system of general planning of Tongzhou new cityis based on the practical situation of Tongzhou new city and the profits fromthe domestic and foreign correlation assessment method and theory, at last theindex contrast evaluation be selected. GIS technology, public investigation, acombination of qualitative and quantitative analysis methods will be mainlyused in the nine special planning accessment process. Finally, this paperfocuses on the analysis of the implementation and revision of new city generalplanning and makes effective recommendations on the implementation ofgeneral planning.
